In addition to congestion, the problems facing large cities in developed countries is the limited parking spaces. A Denokinn (the Basque Center for Innovation) and a consortium of Spanish business, developed a mini city car that is energy efficient. The word Hiriko itself derives from the Basque words hiri (town or city) and kotxe (car) - so the name is in essence merely an English to Basque translation.
The city car called Hiriko EV has a payload capacity of two passengers. The surplus compared to the city car is a vehicle generally can be folded. The way the cabin facing vertically rotated so that it could fit into a narrow parking space. The entrance is designed only be opened from the front.

Hiriko EV has been tested at the EU headquarters in Brussels, Belgium, last week. EU Commission President Jose Manuel Barroso immediately comment on it as an innovative breakthrough. According to him, Hiriko EV is the answer to the crisis that occurred in the parking lot of urban areas in Europe.
